France Pioneers EU Tech Policy: Bans Social Media for Under-15s

France has taken a pioneering step within the European Union by enacting a nationwide ban on social media access for children under 15, marking a significant move towards enhancing online safety. The newly passed legislation, which has strong backing from President Emmanuel Macron, mandates that, starting September 1, social media platforms must prevent the creation of new accounts by users under the age limit. Additionally, existing accounts for children under 15 must be shut down by January 2027, with platforms required to implement robust age verification systems that also safeguard user privacy.

The onus of enforcing this ban falls on social media companies, who are tasked with integrating age-verification mechanisms without compromising personal data security. This legislative move is part of a broader effort to protect young users from the adverse effects of excessive social media usage on mental health. While supporters advocate for the necessity of such measures, critics voice concerns regarding potential privacy issues, challenges in implementation, and the possibility of children circumventing age checks.

In addition to regulating social media use, the legislation extends to a ban on mobile phone usage in high schools beginning with the upcoming academic year. Nevertheless, exceptions are made for educational websites and online encyclopedias, which remain accessible to students. This comprehensive approach reflects France’s commitment to safeguarding the mental well-being of its younger population in an increasingly digital world.

Meanwhile, the European Commission is contemplating broader EU-wide initiatives geared towards children’s online safety. As part of these efforts, a digital age-verification application is currently undergoing testing across several EU member states. This development indicates a growing international trend towards stricter regulations concerning children’s access to digital platforms, with France setting a precedent for other nations to follow.
